The COVID-19 pandemic has led to a halt in many aspects of public diplomacy, causing world leaders to suspend in-person gatherings. However, Haiti made the decision to continue strengthening its bilateral and multilateral ties, as the government gets ready to make defining decisions for the nation. While the decision to travel was difficult, it was necessary.
On Tuesday, August 4, Haitian Foreign Minister, His Excellency Dr. Claude Joseph traveled to Washington, DC to meet with his counterparts to discuss matters relating to national security, elections, economic development, immigration including the Temporary Protected Status (TPS). The delegation consisted of the Director of Cabinet, Dr. Weibert Arthus; the Assistant Director of Cabinet, Mrs. Elive Jules; the Minister’s Executive Assistant, Mrs. Daphné Similien. The delegation was accompanied by the Ambassador of Haiti in Washington, DC, His Excellency Hervé Denis and Permanent Representative of Haiti the Organization of American States (OAS), Ambassador Léon Charles.
The discussions began at the Headquarters of the OAS, where the Foreign Minister sat down with the Secretary General Ambassador Luis Almagro and the Assistant Secretary General, Ambassador Nestor Mendez over regional matters and strengthened cooperation between the two entities. Top of mind was efforts to form a new electoral council to oversee the upcoming and future elections. The Foreign Minister seized the opportunity to meet with representatives from the Lima Group to discuss the general state of the continent, particularly the political and humanitarian crisis in Venezuela, and explore how Haiti can play its part in advancing peace in the Americas.
Haiti’s economic development is top priority for the Moïse Administration. During his visit, Foreign Minister Dr. Joseph met with Haiti’s representatives to the financial institutions, Mr. Alfred Metellus from the Inter-American Development Bank (IDB) to discuss economic investment opportunities.
As the two oldest republics in the Americas, Haiti and the U.S. have had a longstanding relationship. It is in that same spirit that Foreign Minister, Dr. Joseph met with the Assistant Secretary of State for the Western Hemisphere to discuss topics of interest for both nations, the way forward and U.S.-Haiti bilateral cooperation. With the TPS deadline drawing near for Haitians (January 2021), the Foreign Minister held an audience with officials at the Department of Homeland Security (DHS) to discuss the upcoming decision and what this means for both nations. The delegation also met with officials from the National Security Council (NSC) to discuss matters relating to Haiti’s national security.
As part of the visit, the Foreign Minister also met with board members from one of the most reputable Historical Black Colleges and Universities (HBCU) Howard University, regarding educational exchange programs.
The Haitian Diaspora plays a significant role in Haiti’s progress and economic advancement. There are approximately 975,000 Haitians Diaspora living in the United States. Recognized as Haiti’s most untapped assets and resources, the Embassy hosted a private meet and greet between key members of the Diaspora community and other stakeholders and officials. Regrettably, due to the impact of COVID-19, only a few were invited to attend. The Embassy plans to continue to foster the relationship and serve as a bridge between Haiti and its Diaspora.

La pandémie de COVID-19 a provoqué un arrêt dans plusieurs domaines de la diplomatie publique, forçant les dirigeants mondiaux à suspendre les réunions en personne. Cependant, Haïti a pris la décision de continuer de renforcer ses liens bilatéraux et multilatéraux, pendant que le gouvernement se prépare à prendre des mesures décisives pour la nation. Même si la décision de voyager fut difficile, elle était nécessaire.
Le Mardi, 4 Août, le Ministre Haïtien des Affaires Étrangères, Son Excellence Dr. Claude Joseph, a voyagé à Washington, DC dans le but de rencontrer ses homologues afin de discuter des questions relatives à la sécurite nationale, aux élections, au développement économique, à l’immigration, y compris le TPS, Statut de Protection Temporaire (Temporary Protected Status). Faisaient partie de la delegation, le Chef de Cabinet, Dr Weibert Arthus, le Directeur Adjoint du Cabinet, Mme Elive Jules, l’Adjoint Exécutif du Ministre, Mme Daphné Similien. La délégation était accompagnée par l’Ambassadeur d’Haïti à Washington, DC, S.E.M. Hervé Denis et du Représentant Permanent d’Haïti à l’Organisation des Etats Américains (Organization of American States, OAS), l’Ambassadeur Léon Charles.
Les discussions ont débuté au Siège Principal de l’OEA où le Ministre des Affaires Etrangères s’est entretenu avec le Secrétaire Général, l’Ambassadeur Luis Almagro et le Sous-Secrétaire Général, l’Ambassadeur Nestor Mendez, concernant les affaires régionales et le renforcement de la coopération entre les deux entités. Au premier plan, les discussions ont tourné autour des efforts visant à créer un nouveau conseil électoral devant surperviser les prochaines élections et celles à venir. Le Ministre des Affaires Etrangères a profité de l’occasion pour rencontrer les représentants du Groupe de Lima pour discuter de l’état général du continent, particulièrement de la crise politique et humanitaire au Venezuela, et pour explorer comment Haïti peut jouer son rôle dans la promotion de la paix sur le continent Américain.
Le développement économique d’Haïti est la principale priorité de l’administration Moïse. Au cours de sa visite, le Ministre des Affaires Etrangères, Dr. Joseph, a rencontré les représentants d’Haïti auprès des institutions financières, M Alfred Métellus de la Banque Interaméricaine de Développement (Inter-American Development Bank, IDB) pour discuter des opportunités d’investissements économiques.
Comme les deux plus anciennes républiques du continent américain, Haïti et les Etats-Unis ont maintenu une relation de longue date. C’est dans ce même esprit que le Ministre des Affaires Étrangères, Dr. Joseph, a rencontré le Secrétaire d’Etat Adjoint pour l’Hémisphère Occidental afin de discuter de sujets d’interêt pour les deux nations, la voie à suivre et la coopération bilatérale entre les Etats-Unis et Haïti. Considérant que le délai du TPS pour les Haïtiens approche (Janvier 2021), le Ministre des Affaires Etrangères s’est entretenu avec les fonctionnaires du Ministère de la Sécurité Intérieure (Department of Homeland Security, DHS) en vue de discuter de la décision imminente et ce qu’elle signifie pour les deux nations. La délégation a aussi rencontré les fonctionnaires du Conseil National de Sécurité (National Security Council, NSC) pour débattre des questions relatives à la sécurité nationale en Haïti.
Dans le cadre de la visite, le Ministre des Affaires Etrangères a aussi rencontré les membres du Conseil de Howard University, l’une des plus prestigieuses universités faisant partie des Écoles et Universités Historiquement Noires (Historical Black Colleges and Universities, HBCU) en ce qui concerne les programmes d’échanges éducatifs.
La diaspora haïtienne joue un rôle important dans le progrès et l’avancement économique d’Haïti. Il existe environ 975,000 Haïtiens de la Diaspora vivant aux Etats-Unis. Reconnus comme étant les biens et ressources les plus inexploités d’Haïti, l’Ambassade avait organisé une rencontre privée entre les principaux membres de la communauté de la Diaspora et d’autres parties prenantes et représentants. Malheureusement, à cause de l’impact de COVID-19, seulement quelques-uns furent invités à participer. L’Ambassade entend continuer à renforcer les rapports et servir de pont entre Haïti et sa Diaspora.
