Monsieur l’Ambassadeur Antonio Rodrigue, Représentant Permanent d’Haïti auprès de l’ONU

Distingués invité/es,
Mesdames, Messieurs,

Au nom du Gouvernement de la République d’Haïti et en mon nom propre, je suis honoré de célébrer avec vous le 218ème Anniversaire de la Bataille de Vertières, qui avait couronné la lutte vaillante et noble de nos ancêtres de la colonie française de Saint Domingue pour la dignité et la liberté des Africains et Africaines de vivre comme hommes et femmes libres.

En effet, Vertières fut l’apogée de la quête pour l’Indépendance. Vertières constitue l’épopée inédite dans l’histoire de l’humanité qui n’a jamais, à date, été rééditée. À présent, la situation dans Notre Patrie nous interpelle tous. Elle nous commande de reproduire un exploit de taille, celle de donner l’espoir à nos jeunes et de leur fournir les leviers d’ascension sociale que seule la concorde et la transcendance des intérêts personnels et claniques peuvent nous permettre de réaliser.

Mesdames, Messieurs,

Les défis et enjeux de cette crise existentielle pour Notre Nation nous enjoignent à faire la paix, à enterrer la hache de division. Ils nous commandent de reprendre en mains notre destin afin, enfin, de concrétiser l’Union qui est censée faire notre force. Si l’objectif à atteindre est urgentissime, si les obstacles paraissent ardus, Vertières nous enseigne que seul notre refus de transcender nos clivages fratricides et patricides retarde la quête de Notre Peuple pour le mieux-être qui est son dû.

À Vertières, les forces indigènes de Dessalines, Pétion, Christophe et consorts confrontèrent les derniers éléments d’une armée expéditionnaire d’une puissance coloniale conduite par le légendaire Empereur Napoléon Bonaparte. La tâche qui est la nôtre, actuellement, est bien plus facile que celle que nos pères fondateurs avaient vaincu. En effet, l’ennemi commun est notre refus d’obtempérer, d’œuvrer ensemble pour offrir une nouvelle donne à nos concitoyennes et concitoyens.

J’ose, Mesdames, Messieurs, en guise de discours hortatoire, suggérer que nous empruntons la voie la plus simple. C’est celle de l’introspection générale. C’est la nécessité historique, quasiment à la dimension de Vertières, qui nous inspire à incarner la vertu du vivre-ensemble. Pour rééditer l’exploit, il nous faut chacune et chacun agir en agent de changement.

Notre salut ne viendra ni de l’Organisation des Nations Unies, ni d’un quelconque partenaire bilatéral. Nous saluons l’engagement des partenaires internationaux, car aucun pays ne vit en autarcie, la dure leçon que la Pandémie de COVID-19 nous enseigne. Toutefois, l’élan qui sera décisif, en fin de compte, est notre marche certaine vers la réconciliation et la paix.

Cet impératif est à notre portée. Le pessimisme habituel et l’attentisme forcené ne sauraient constituer des options valides. Le peuple Haïtien exige que ses élites lui montrent le sentier qui mènera à la modernisation des institutions et, enfin, au développement économique. Quel que soit le niveau de coopération internationale, l’exigence est que nous, Haïtiennes et Haïtiens, cessons de vivre comme ennemis acharnes. L’exigence est d’exercer l’option préférentielle pour tèt ansanm et la responsabilité individuelle.

En vérité, le degré de l’implosion sociale actuelle et le niveau choquant d’insécurité physique et ses conséquences humanitaires requièrent un esprit civique et patriotique. C’est dans cet esprit que le Premier Ministre, Dr. Ariel Henry, ne cesse de convier les compatriotes encore récalcitrants, surtout ceux de la démarche dite de Montana, à se réunir pour former le Gouvernement de consensus que prône l’Accord politique pour une gouvernance apaisée et efficace.
Dans cette optique, les compatriotes qui vivent à l’étranger ont un rôle très important à jouer. Vos apports qui consistent à soutenir vos parents et autres proches qui vivent sur le sol national constitue une manne importante qui s’avère indispensable pour la survie de millions de nos frères et sœurs. Une fois la sécurité rétablie, vos visites en terre natale, nan peyi nou, supporteront l’économie locale, tandis qu’à moyen terme, vos investissements à travers le pays dans des industries aussi diverses que le tourisme, la construction et la manufacture créeront des emplois dont le pays a tant besoin pour contribuer à rétablir la stabilité et la paix sociale.

Chers Compatriotes,

Pour bien commémorer la victoire décisive de l’armée indigène à Vertières, l’ultime bataille de la Guerre de l’Indépendance, il nous penser et agir autrement. Il faut nous dispenser du pessimisme ambiant, paralysant et asphyxiant a l’action intelligente volontariste et calculée à relever les défis qui minent notre quête commune pour cette Nouvelle République d’Haïti que nous appelons de tous nos vœux, et ce, dans la droite ligne de nos Héros et Héroïnes de Vertières.
Les pratiques de division et de sauve-qui-peut ont démontré leurs limites. Je conclus mon propos en reconnaissant les contributions des Haïtiens vivant à l’étranger, particulièrement aux Etats-Unis d’Amérique, cette horde de compatriotes engages qui bossent, souvent dans deux et même trois dyòb pour joindre les deux bouts, alors mêmes qu’elles et qu’ils soutiennent leurs proches en Haïti. Que Vertières nous inspire TOUS davantage à privilégier la concorde, à emprunter le sentier épineux, certes, mais nécessaire de la réconciliation, de la paix qui favorisera le rétablissement de la sécurité publique, qui facilitera la tenue des élections démocratiques, libres et transparentes pour doter Notre Pays de dirigeants choisis par le Peuple, la seule issue qui est susceptible de redresser la barque nationale.

Sur cette note volontariste et salutaire, je termine mon propos de circonstance, tout en vous invitant à méditer la signification de Vertières dans le contexte des défis et enjeux actuels dans Notre Chère Patrie. Je vous remercie.

Distinguished guests,
Ladies and gentlemen

On behalf of the Government of the Republic of Haiti and personally, I am honored to celebrate with you the 218th Anniversary of the Battle of Vertières, which crowned the valiant and noble struggle of our ancestors against the French colony of Saint Domingue for the Dignity and the freedom of Africans to live as free men and women.

Indeed, Vertières was the pinnacle of the quest for independence. It remains the unprecedented epic event in the history of humanity that has never, to date, been relived. By contrast, today, the situation in Our Fatherland challenges us all. It commands us to reproduce this major feat, that of overcoming our challenges in order to give hope to our young people and to provide them with the levers for social advancement that only harmony and the transcendence of personal and clan interests can allow us to achieve.

Ladies and Gentlemen,

The challenges and opportunities of this existential crisis compel us to make peace, to bury the ax of division in our Nation. Moreover, they require us to take our destiny into our own hands in order, finally, to realize the Union which is supposed to be our Strength. If the objective to be reached is extremely urgent, if the obstacles seem difficult, Vertières teaches us that only our refusal to transcend our fratricidal and patricidal divisions delays the quest of Our People for the well-being which is their due.

At Vertières, the Indigenous Army of Dessalines, Pétion, Christophe and others confronted the last elements of an expeditionary army of the colonial power led by the legendary Emperor Napoleon Bonaparte. Today’s task is much easier than the obstacles our forefathers faced. Indeed, the common enemy is our refusal to transcend, to work together to offer a new deal to our fellow citizens.

I dare, Ladies and Gentlemen, instead of a lofty speech, to suggest that we take the simplest route. It is that of introspection by each of us. It is the historical necessity, almost on the scale of Vertières, that inspires us to embody the virtue of living together in harmony. To repeat the feat of Vertières, we each need to act as an agent of change.

Our salvation will not come from the United Nations, nor from any bilateral partner. We welcome the commitment of international partners because no country lives in autarky, as the arduous lesson of the COVID-19 pandemic teaches us. However, the momentum that will ultimately be decisive is our sustained quest for reconciliation and peace.

This imperative is within our reach. The usual pessimism and the facile wait-and-see attitude are not valid options. The Haitian people demand that their elites show them the path that will lead to the modernization of institutions and, finally, to economic development. No matter how sustained the level of international cooperation, the indispensable requirement is that we Haitians stop living as bitter enemies. The imperative is to exercise the preferential option for collective action and individual responsibility.

Indeed, the extent of our country’s social implosion and the shocking level of physical insecurity and its humanitarian consequences requires a
commensurate civic and patriotic spirit. It is in this spirit that the Prime Minister, Dr. Ariel Henry, never tires of inviting our fellow citizens, at least those who are still hesitant, especially those who adhere to the Montana approach, to join him in forming the Government of consensus outlined in the Political Agreement for peaceful and efficient Governance.

In this regard, Haitians living abroad have a very important role to play. Your contributions, which consist in supporting your family and friends who reside on national soil, constitute an important financial windfall, which is essential for the survival of millions of our brothers and sisters. Once security is restored, your visits to your homeland will support the local economy, while in the medium term, your investments across the country in industries as diverse as tourism, construction and manufacturing will create the jobs that our country so badly needs to help restore stability and social peace.

Dear Compatriots,

To commemorate properly the decisive victory of the indigenous army at Vertières, the last battle of our War of Independence, we must think and act differently. We must dispense with the ambient pessimism, which paralyzes and asphyxiates our need for intelligent and voluntarist actions which are necessary to handle the challenges that continue to undermine our common quest for this New Republic of Haiti to which we all aspire, as did our Heroes and Heroines of Vertières.

Clearly, the practices of division and devil-may-care attitude have demonstrated their limits. I conclude my remarks by recognizing the contributions of Haitians living abroad, particularly in the United States of America, this group of committed patriots who work, often in two and even three jobs to make ends meet, to support their families, including loved ones in Haiti. May Vertières inspire us ALL to choose unity of action and of purpose, a thorny path, certainly, but a necessary one in order to achieve reconciliation and peace, which can foster the return of public security. In turn, the reestablishment of public security will create the climate that is propitious to holding democratic, free and transparent elections, as our people who are the leaders of Our Country. This is the condition sine qua non to straighten the ship of state in this ocean of dystopia.

On this voluntarist and salutary note, I end my remarks on the occasion of the 218th Anniversary of the decisive Battle of Vertières. This is the ultimate task before us, and on which, humbly, I ask you to meditate on this occasion, given the challenges facing Our Dear Motherland.
